The USGA offers a handicap system that is used in official golfing events that they preside over. A handicap index is essentially a number. The handicap index is then compared to the rating the course has received in order to compute your particular course handicap.
You can get a handicap index by joining a golf club that uses the USGA Handicap system, and begin to play games that the golf club sanctions and post your scores.
